Objective

Content

The structure and institutions of low-income countries deviate essentially from those prevailing in high-income countries. This requires a different macroeconomic perspective.

The course is policy oriented and covers three main areas: monetary policy, fiscal policy and balance of payments policy.

Topics of monetary policy are: interest and capital market liberalisation, inflation, role of central banks, and generation of private savings.

The treatment of fiscal policy focusses on controlling fiscal deficits and strengthening the public sector's role in generating investments for speeding up the rate of growth. The relation between deficit financing and inflation receives special attention.

The balance of payments policy part concentrates on ways to reduce the foreign exchange constraint, caused by the foreign debt burden and lack of export performance. Trade and exchange policy play the major role.

As the three areas are highly interrelated, the course concludes with a comprehensive framework in which monetary, fiscal and balance of payment policy are considered simultaneously.

Most topics are illustrated by empirical data, case studies and examples of IMF/World Bank adjustment packages.
